Michael D. Guevremont CHS III
Chief Executive Officer
Mike Guevremont, co-founder of EPS, has over 15 years of Weapons of Mass Destruction and Disaster preparedness experience. Having served 13 years in the US Army Military Police/Quartermaster Corps, Mike spent six years at the White House Communications Agency traveling in support of the President and Vice President providing secure and non-secure communications.
With the White House Agency, Mike’s responsibilities included motorcade communications, U.S. Secret Service communications, and the procurement and processing of over 30-million in assets in support of Presidential & Vice Presidential travel operations.
During his tenure with the White House Military Office of Presidential Contingency Programs, Mike was an assistant training instructor and primary logistician for residential White House WMD training course. He also served as the liaison between outside government agencies which included FEMA, FAA, Secret Service, Camp David, and the US Capitol. Responsible for the logistical upgrading of all White House emergency operations areas, he planned, negotiated, and supervised the construction of a high security storage facility for White House Emergency operations equipment.
Mike is a member of the American Society for Industrial Security, A member of Association of Contingency Planners, the 1600 Communications Association and the Winchester-Frederick County Local Emergency Planning Committee.
Darla Guevremont CHS IIIChief Operating Officer
Darla Guevremont, EPS partner, has over 11 years of sales and marketing experience. Her expertise spans across the technology and insurance industries including federal agencies.
Early in her career, Darla joined the disaster assistance team with the Federal Emergency Management Agency (FEMA) where she counseled and facilitated federal aid to disaster victims. With JV Arthur Inc., Darla began her sales and marketing focus where she maintained and generated both commercial and individual accounts in addition to the development of company marketing strategies. At Datalux Corporation, her responsibilities included marketing budgets, tradeshow exhibits, national and international sales.
As a project and regional sales manager, Darla perfected her skills with the development of healthcare marketing plans and new product launches where she established strategic business to business partnerships. Darla’s strategic sense has enabled her to position EPS as the leading turnkey provider of emergency preparedness solutions, protective equipment and training, where she continues to coordinate federal, state, and local contracts.
Certified in Homeland Security Level III by the American Board for Certification in Homeland Security, Darla is a volunteer with the Winchester Medical Center and has served on several committees including the Chamber of Commerce Woman’s Leadership Conference. Darla received her Bachelor of Arts in Communications and Psychology from Shepherd College.
Steven D. Howe, B.Eng, C.Eng, MIMechEChief Financial Officer
Steve Howe, joins EPS with over 18 years of international business experience in sales, engineering, finance, and operations management with emphasis in business improvement and restructuring.
Throughout his career with Bird Machine Company, a subsidiary of Baker Hughes Incorporated, Steve managed many re-organizations. Most recently as director of operations, Steve’s responsibilities included operations and engineering where he managed a 150 person manufacturing and aftermarket operation in which he reshaped the manufacturing, supply chain and engineering functions to reduce costs and improve sales forecasts.
Early in his career as a regional sales manager with Bird, Steve was recruited to open a European sales office and establish a company presence in Europe, Scandinavia, Middle East, and Russia. Under Steve’s leadership, his office achieved over one million in annual sales and the establishment of Bird as a leading supplier in Poland.
As director of engineering, Steve transferred to the Bird facility in Germany to assist the struggling management. Within five months, he successfully implemented a new CAD system and centralized design control and R&D in the USA operation. Steve received his Bachelor of Engineering in Mechanical Engineering from the University of Bradford, England.
Daniel Cunningham CHS V Vice President of Operations
Dan Cunningham joins EPS with over 20 years of high-level managerial and policy making experience in the law enforcement, security and safety fields. Having served 23 years in the United States Army Military Police Corps, Dan spent 20 years training soldiers on basic and advanced law enforcement skills.
Dan recently spent four years managing Military Police assets; securing critical US Army installations and facilities in the Republic of Panama. He planned and executed Military Police Civil Disturbance operations in response to protests directed at US Army assets and developed physical security plans to protect military assets while deployed throughout Latin America.
Most recently, Dan was a Senior Enlisted Advisor to the Fort Knox Provost Marshal, focusing on all Military Police obligations to include Force Protection, Physical Security, and Law Enforcement. He also coordinated and executed the installation response to the terrorist acts on September 11, 2001 and follow-up to security measures. Dan also provided Physical Security and Access Control training to personnel performing the installation access control mission.
Certified in Homeland Security Level V by the American Board of Certification in Homeland Security, Dan is a certified Red Cross Disaster Assistance Technician and an Emergency Medical Technician.
Dan is a graduate of the United States Army Sergeant’s Major Academy and earned an associates degree in Applied Science and Law Enforcement from Central Texas College.
Anna SlatteryDirector, Federal Accounts
Anna Slattery joins EPS with over 20 years of sales, business development and marketing experience. Anna’s career began in the medical field as a sales representative for Mallinckrodt Medical Corporation (currently Tyco International). In her 15 years with Mallinckrodt Medical, Anna was responsible for sales to physicians and hospital buying groups for Radiopharmaceutical Imaging agents, contrast media dyes and narcotic pain medications, including addictive medicine.
For the past 4 years Anna has been the Sales Manager for Essex PB&R Corp. While with Essex, Anna was charged with maintaining existing military contracts, and development and implementation of new account strategies for sales growth within the division. This included development of a distribution network and sales into International through China and India.
Anna has an extensive background in government contracting and procurement including GSA Schedule contracting.
Anna received her BA in Corporate Communications with an understudy in Business Law from Lindenwood University – St. Charles, MO.
Edward L.A. BailorSenior Project Consultant
Ed Bailor joins EPS with over 31 years of protective and emergency response experience in the fire, emergency medical services, HAZMAT and security safety fields. During his tenure as an inspector (retired) for the United States Capitol Police (USCP), Ed was the field force commander of a 400 man civil disturbance unit. He also developed and served as the emergency coordinator for the U.S. Capitol Buildings Emergency Preparedness Plan that handles both the continuity and continuance of the legislative branch of the U.S. Government and developed the USCP-CBRNE program.
As the commander of the USCP protective intelligence division, Ed ran USCP’s threats assessment section. He worked in special events, special investigations as well as USCP’s training division as an academic and physical specialties instructor. Past achievements include the U.S. Capitol Operational Services Bureau’s emergency response coordinator for events like the inauguration, presidential addresses to Congress and other national special security events.
In 1996, Ed developed a 160 man capable NBC Advanced Law Enforcement Response Team (ALERT) response team and served as the commander of the NBC ALERT team. This premier ALERT team was one of the first law enforcement HAZMAT responder teams in the country that has evolved into the new HMRT. Ed also served as a special assistant to the chairman of the U.S. Capitol Police Board in 2004. And most recently, Ed was the commander of the patrol mobile response division that includes such things as patrol, K-9, horse mounted unit, motorcycle unit, crime scene search, an off-site delivery inspection center, crisis management unit, civil disturbance unit, tiger team and the Containment Emergency Response Team (CERT).
A certified academic instructor trained in emergency first response, containment and tactics, Ed is also certified in crisis management, incident command and is a level “A” hazardous waste technician.
Ed is a graduate of the University of Maryland with a degree in business and public administration and earned his associates degree in economics and law enforcement from the Baltimore Police Academy.
Mark A. Miller CHS V, CEMPSenior Project Consultant
Mark Miller, founder of EPS, has over 25 years of Weapons of Mass Destruction (WMD) and Disaster preparedness experience. Having served 20 years in the U.S. Army Chemical Corp., Mark served four years at the White House and five years with the US Capitol and Supreme Court as the Disaster Preparedness Advisor. In this role, his responsibilities included designing, equipping, and training WMD response teams for the protection of the President of the United States, Congress and members of the Supreme Court.
Throughout his career with the United States Government, Mark has supervised the WMD protection and response efforts for several Presidential Inaugurations and State of the Union Addresses, and many highly classified WMD response missions for all branches of the Federal government and various government agencies.
Certified in Homeland Security Level V by the American Board for Certification in Homeland Security and a Certified Emergency Management Professional, Mark continues to use his WMD expertise as both an advisor and master instructor. He has taught state and local government officials, police, fire, HAZMAT, and medical personal on WMD response. Mark is currently a contributing writer for Bio-Hazard News, FOX Network News WMD analyst, and is the Virginia state director of Preparation and Response Teams for the American Board for Certification of Homeland Security.
